SMART’s Geographic Area of Interest
SMART’s geographic area of interest is the the Greater Sacramento area (or Capital region) surrounding the City of Sacramento. This region is comprised of six counties and 22 cities, for which the Sacramento Area Council of Governments (SACOG) serves as the Metropolitan Planning Organization (MPO). The six SACOG counties are:

El Dorado
Placer
Sutter
Yolo
Yuba
The six SACOG counties comprise the Sacramento–Roseville–Arden-Arcade metropolitan statistical area (MSA) with a population of 2.4 million (2024 estimate, U.S. Census Bureau).
When combined with neighboring Truckee–Grass Valley, CA μSA north of Placer County (Nevada County), the Sacramento–Roseville combined statistical area, has a population of 2.7 million (2024 estimate, U.S. Census Bureau).
